Abstract


THE LAST TEN YEARS OF TURKEY – AZERBAİJAN RELATİONS (2006-2016): PATH FROM BROTHERHOOD TO STRATEGİC COOPERATİON
Turkey and Azerbaijan are two important countries of Eurasia. Because of their ethnic, religious and cultural ties, these countries refer to each other as "brother states". At the beginning of the twentieth century hictorical developments have dragged Turkey and Azerbaijanin different directions. The Republic of Turkey was founded in Anatolia as a result of thedisintegration of the Ottoman Empire. Azerbaijan, which declared its independence after disintegration of the Russian Empire, was exposed to the Bolshevik occupation and constituted a part of the Soviet Union as the Azerbaijan Soviet Socialist Republic. Azerbaijan regained its independence in 1991 and Turkey was the first country that recognized it. This article summarizes the twenty-five years of Turkey-Azerbaijan relations under the prominent headings, focusing on the last ten year relation of these two countries between 2006-2016. The main reason of focusing on this period is that in the last decade the relations between the two countries have shifted from emotional ground to the strategic cooperation in the light of local, regional and global developments. The initiatives for revival of historical Silk Road, especially successful start of operations of pipeline projects, carrying the Caspian basin‘s petroleum and natural gas to the West in the context of the search for alternative sources of energy-dependent European Union countries gave a new impetus for Turkey-Azerbaijan relations. Mentioning the short history of Turkey – Azerbaijan relations and the main agreements signed in the postindependenceperiod, the relations between two countries were discussed that have reached different dimensions with the influence of developments experienced in the regional and global context, and the future of the bilateral relations are predicted in the study
