Abstract


ROLE OF TURKISH EMPLOYMENT AGENCY (İŞKUR) IN THE IMPLEMENTATION OF EMPLOYMENT POLICIES AS A PUBLIC POLICY: A STUDY IN WESTERN MEDITERRANEAN REGION
The fast change in the labor market all around the world has made the unemployment concept extremely crucial for both developed and developing countries. Unemployment creates economic and social damages in the society which make it an important topic in the agenda of all countries. Governments develop various policies and attach particular importance to effective public employment institutions in the labor market in order to reduce unemployment and eliminate the adverse conditions caused by unemployment. Turkish Employment Agency (İŞKUR), which is assigned by Turkish government to maintain and develop employment and to fight against unemployment, implements active and passive employment policies. Active employment policies are those that aim at reducing unemployment by increasing employment and balance the supply and demand in labor market. Passive employment policies are various income supports trying to repair social problems caused by unemployment. In this study, such employment policies and İŞKUR’s policies were studied, and also the labor market of the provinces Antalya, Burdur and Isparta (TR61 Region) that is coined as “Western Mediterranean Region” were examined as of years together with the activities performed by İŞKUR in such provinces. As a result of the study, it was observed that recruitment rates are still low despite the significant increase in the ratio of active and passive employment policies as well as recruitment activities of İŞKUR in Western Mediterranean Region. Consequently, it was concluded that supporting labor through joint practice of active and passive employment policies and increasing quality and employability and İŞKUR has an important role to play in order to reduce unemployment rate in Turkey as the executor of employment policies of the country and that the agency should develop and implement effective policies for this purpose.
