Abstract


AN EVALUATION OF THE MOLDOVAN PUBLIC ADMINISTRATION REFORMS IN TERMS OF GAGAUZ YERI (THE AUTONOMOUS TERRITORIAL UNIT OF GAGAUZIA), GAGAUZ IDENDITY AND POLITICAL AUTONOMY
Gagauz identity, despite the assimilative policies, vividly epitomizes the survival efforts with such various characteristics as religion, language, and culture and its efforts to stand alive. The 1994 Law regulating the administrative zone of the Gagauz autonomy, legislative and executive organs, jurisdiction, central representation and the right to decision-making is regarded as a successful autonomy example in Europe. Development of the language, protection and preservation of the culture, and socioeconomic independence should be ensured to preserve the Gagauz identity by law and to identify the community’s needs. The present study discusses language as the cornerstone to the Gagauz identity, the system having emerged from the 1994 Law on the Special Status of Gagauz Yeri, the mostly tense relationship between Gagauz Yeri and Moldova, and autonomy-oriented political processes. These political processes also incorporate the role of Gagauz elites and Turkey. The developments concerning the continuation of the autonomous status of Gagauz Yeri and Moldovan territorial integrity along with the necessity that this special part of the Turkish world should be protected and preserved meticulously constitute the guidelines of the future perspective. The recent public administration reforms in Moldova have introduced notable changes for not only the central government (Moldova) but also Gagauz Yeri. The primary concern of the study is to evaluate how these public administration reforms in Moldova have affected Gagauz Yeri. The identification of the prominent problems in the relationship between Moldova and Gagauz Yeri will allow for the evaluation of the effects of the in-force public administration reforms on Gagauz Yeri.
