Abstract


QUALİTY PERSPECTİVE İN HİGHER EDUCATİON: COMPARATİVE ANALYSİS OF INSTİTUTİONAL EVALUATİON REPORTS OF STATE UNİVERSİTİES ESTABLİSHED İN 2007
In the 21st century, which is called the information age / knowledge society, the socio-cultural and economic structures are changing rapidly, the information is considered as the main source of potential power and wealth, and the economies of the countries are based on knowledge-based growth models. In this process, universities are not only institutions that are engaged in education, training and research; they are also contributing to the knowledge economy and in this context they have become institutions that directly affect the economic development of countries. The issue of quality in higher education has become increasingly important. In this context the Bologna Process which Turkey is attended, has adopted the main objective of creating and disseminating the network of quality assurance systems in higher education. In this context, the preparation of institutional internal evaluation report of universities in Turkey has become mandatory with the regulations in 2015 and by law in 2017. It is seen that institutional internal evaluation reports consist of four basic part as quality assurance, education-teaching, research and development and management system. In this study; the institutional internal evaluation reports of the universities of Bingöl, Karabük, Karamanoğlu Mehmetbey, Kırklareli and Nevşehir Hacı Bektaş Veli which was established in 2007 and have a budget of one hundred million Turkish Liras and have a student population more than fifteen thousand, were tried to be compared in the educational perspective. The institutional internal evaluation reports prepared by the universities which are included in this study, cover twenty two topics in terms of education-teaching and fifteen of them are accepted by all universities.
