TÜRK SİYASAL HAYATINDA ARİF HİKMET YURTSEVER VE BİNGÖL

Özet

Cumhuriyet Senatosu’nda Bingöl’ü temsilen en uzun süre görev yapmış olan Dr. Arif Hikmet Yurtsever, 1925 yılında Bingöl’de doğmuştur. Bingöl’de 10 yıl hekim olarak çalıştıktan sonra 1966 yılındaki üçte bir senato yenileme seçimlerinde, Adalet Partisi’nden aday olmuş ve seçimleri kazanarak 1975 yılına kadar senatörlük görevini devam ettirmiştir. Bu süre zarfında Yurtsever, başta Bingöl olmak üzere Doğu Anadolu Bölgesi’nin sorunlarını senatoya taşımış ve sorunlara çözüm bulmaya çalışmıştır. Aynı zamanda Türkiye’nin doğusunun kalkındırılmasının hayati derecede önemi olduğuna inanmış ve bunun için senatoda mücadele vermiştir. Kendi bölgesinin sorunlarının dışında ülkenin genel meseleleriyle de ilgilenmiş ve buna ilişkin görüşlerini açıklayarak hükümetlere önerilerde bulunmuştur.
Merkez sağ kimliğe sahip Yurtsever, siyasi hayatı boyunca benzer siyasi ideolojilere sahip birçok siyasi parti içerisinde yer almıştır. 1970 yılındaki parti içi çekişmelerin bir sonucu olarak Adalet Partisi’nin ihraç ettiği ilk isimlerden birisiydi. Adalet Partisi’nden ayrılanların ve ihraç edilenlerin bir araya gelerek kurduğu Demokratik Parti’nin 69 kurucusundan biri de kendisiydi. Demokratik Parti’nin dağılma sürecinde de kendi isteği ile kurucusu olduğu partiden ayrılmış ve bir süre bağımsız olarak siyaset yapmıştır. Birinci Milliyetçi Cephe Hükümeti’ne destek arayışlarının olduğu dönemde, Adalet Partisi’ne dönmüştür. 1975 senato seçimlerini kaybedince 1982 yılına kadar bir takım bürokratik görevlerde bulummuş ve ardından emekliye ayrılmıştır. Bingöl ve çevresinin kalkınmasına yönelik projelerini gerçekleştirmek için 1986 yılında Hür Demokrat Parti’den Bingöl milletvekili adayı olmuş, ancak seçimleri kazanamayınca projelerini gerçekleştirme fırsatını yakalayamamıştır.
Çalışmamızın amacı; Yurtsever’in siyasi faaliyetlerini ele alarak Türk siyasetindeki yerini ortaya koymanın yanı sora Bingöl ve çevresinin her alanda kalkınması için ortaya attığı fikirleri ve bunu hayata geçirmek için nasıl bir mücadele sürdürdüğünü detaylıca incelemektir. Çalışmada, arşiv belgeleri, resmi yayınlar, telif eserler ve gazete haberleri kullanılmıştır.

Abstract

Dr. Arif Hikmet Yurtsever, who served for the longest time representing Bingöl in the Senate of the Republic, was born in Bingöl in 1925. After working as a physician in Bingöl for 10 years, he became a candidate from the Justice Party in the one-third senate renewal elections in 1966 and won the elections and continued his duty as a senator until 1975. During this period, Yurtsever brought the problems of the Eastern Anatolia Region, especially Bingöl, to the Senate and tried to find solutions to the problems. At the same time, he believed that the development of the east of Turkey was of vital importance and struggled for this in the Senate. Apart from the problems of his region, he also dealt with the general issues of the country and made suggestions to the governments by expressing his views on this issue.
Yurtsever, who has a center-right identity, was been involved in many political parties with similar political ideologies throughout his political life. He was one of the first names expelled by the Justice Party as a result of the intra-party conflicts in 1970. He was one of the 69 founders of the Democratic Party, which was founded by those who left the Justice Party and those who were expelled. During the disintegration process of the Democratic Party, he left the party that he was the founder of voluntarily, and for a while, he worked independently. He returned to the Justice Party at a time when it was seeking support for the First Nationalist Front Government. When he lost the 1975 senate elections, he held some bureaucratic duties until 1982 and then retired. To realize his projects for the development of Bingöl and its surroundings, he became a Bingöl parliamentary candidate from the Free Democratic Party in 1986, but could not find the opportunity to realize his projects as he could not win the elections.
The aim of this study is not only to reveal Yurtsever's place in Turkish politics by addressing his political activities but also to examine in detail the ideas he put forward for the development of Bingöl and its surroundings in every field and how he struggled to implement it. Archival documents, official publications, copyrighted works, and newspaper articles were used in the study.
